Twenty-nine founding members and a Shanghai headquarters is a real, notable diplomatic move, but it isn't yet a treaty with enforcement teeth or shared technical standards, it's a cooperation body, closer to a standard-setting and soft-power vehicle at this stage than a rival to anything Western AI labs are actually shipping. The training slots and tool access are concrete and worth watching for delivery. The "symphony of global cooperation" framing is worth reading as the messaging it is, aimed squarely at an audience the US-led approach currently leaves out.
